During the high-level field visit to Uganda’s oil and gas operational areas, the delegation comprised of the Head of Public Service, Ms. @LNakyobe, the PS, @MEMD_Uganda, Ms. @irenebateebe, and hosted by our ED, Ms. @CEO_UNOC met Emily, a Project-Affected Person whose life story reflects the positive impact of the resettlement and community development initiatives. Through these programs, households like Emily’s are regaining stability, growing economically, and contributing to Uganda’s transformation story. As part of the resettlement and community development programs, Emily and many others are rebuilding their livelihoods and benefiting from new opportunities in the region. Emily’s journey shows how Uganda’s oil and gas developments are not just about infrastructure, but about people, livelihoods, and hope restored.

H.E. President @KagutaMuseveni, in exercise of his constitutional mandate, presided over the swearing-in ceremony of Hon. Lady Justice Naluzze Aisha Batala as the new Inspector General of Government (IGG) in Mbale today. She succeeds Hon. Beti Kamya Turwomwe. Justice Naluzze was joined by the Deputy Inspectors General of Government, @DrOkiria and @AnneTwino, who were reappointed to their respective positions. At the same ceremony, Lady Justice Jane Frances Abodo was sworn in as the Principal Judge, and Mr. Lino Anguzu took oath as the Director of Public Prosecutions (DPP).

I attended the Egypt-Uganda Business Forum in Cairo alongside H.E. Abdel Fattah El-Sisi. I couldn’t come to Egypt without seeking opportunities for wealth. Egypt and Uganda have been connected by the Nile since time immemorial, yet our trade remains low, at only $133 million. This figure does not reflect the depth of our relationship. What we lack, and what Egypt can help us attain, is investment capital and entrepreneurship. Uganda's economic growth is the result of carefully integrating philosophy, ideology, and economic strategies. However, we need further reinforcement. By working bilaterally, Uganda can purchase goods from Egypt, and Egypt can buy from Uganda, thereby engaging the rest of Africa for a larger market.

I want to thank His Excellency Abdel Fattah El-Sisi for inviting us to engage in a productive dialogue. It has been a long time since I last visited Egypt. Uganda and the Great Lakes region have been historically linked to Egypt through the Nile River. Our political relationship with Egypt began to strengthen after 1952, when His Excellency Nasser assumed leadership in Egypt. During our discussions, we addressed the future of the Nile. We must approach the issue of the Nile with a broad perspective. Sometimes, the challenge lies in our approach. Rather than focusing solely on historical rights, we should consider the global needs of all Nile Basin countries. Our goal should be prosperity for all, access to electricity for all, irrigation for all, and clean drinking water for all. By including these objectives in our framework, we can employ the most scientific and fair methods to achieve them.

I commend Egypt for its support in providing Uganda with foot-and-mouth disease vaccines and welcome the decision to establish a vaccine factory in Uganda. Economic cooperation should be at the core of Africa's progress. I am pleased that His Excellency is prioritizing business initiatives. Together, we will explore ways to produce, trade, create jobs, and develop electricity and irrigation for our people. Several Memoranda of Understanding (MOUs) were signed across various sectors, including trade and investment, agriculture, water management, community development, and diplomatic engagement.

Before leaving Kenya, I delivered a high-level opportunity lecture to senior officers attending Course No. 28 (2025-2026) at the National Defence College (NDC) in Karen, Nairobi, Kenya. I have discussed the three historical missions and four ideological principles of the NRM for our people's prosperity. I underlined the need for African youth to wake up and join the money economy through the East African Federation; adopting the Kiswahili language can strengthen our unity and also help us to create a center of gravity for Africa. I wish them the best.

I Met with the Uganda Tourism Association, led by Ms. Yogi Biriggwa, who outlined plans to position Uganda as a top global tourism destination. I advised against relying on profit driven banks, suggesting the UDB instead. Tourism needs supportive policies, not just funding, but proper classification and planning. With oil revenues, we’ll invest in key infrastructure, like airports, to enhance access to our natural attractions. The government will collaborate with industry stakeholders to maximise tourism's economic potential.

This tournament symbolises much more than just sport; it is a powerful vehicle for enhancing our global image and creating business opportunities. Since coming into power, we have established peace and expanded education. Now, stadiums are being built, and sport has been boosted. I am pleased with our readiness to host the tournament. CHAN has challenged us in a positive way to act, and we embrace this pressure. As co-hosts with Kenya and Tanzania, our joint bid represents a significant step towards regional cohesion and the unity of East Africa. I wish all the teams good luck!
