Teachers could have had another voice in their salary negotiations. Home healthcare workers could have had better protections for wage theft. This veto closes the book on all of those possibilities.
â So what does the veto mean? This bill wasnât just about wages, and it wasnât abstract. More than 11,000 firefighters could have bargained for better safety equipment and healthcare coverage.
It wasnât perfect, but it was a starting point. It was something we could deliver on after months (or in my case, years) of campaigning to uplift Virginia workers.
Originally, the bill included more higher education workers, but those provisions were stripped out by the time it made its way to the governorâs desk.
More than a half-million workers supported this bill, including firefighters, teachers, local government employees, and home healthcare workers. These are the people who keep our communities clean, safe, and running smoothly. Theyâre our neighbors.
đ What was at stake: The collective bargaining bill that the General Assembly sent to the governor was historic. It would have allowed bargaining for fair wages, benefits, and workplace safety.
Iâve stood up proudly for workers ever since my first campaign (which I narrowly lost) because I really believe unions helped build the American middle class. Itâs part of my familyâs story, just like so many other families in Appalachia.
đ A little context: I represent one of the most contested Democratic-held districts in Virginia. Itâs home to Virginia Tech and thousands of state and university employees. I grew up in a working-class family, and thatâs largely because my Papawâs union saved his pension.

Great to visit Roanoke-Blacksburg Regional Airport yesterday. I enjoyed hearing from the people working to expand this airport which serves hundreds of thousands of Virginians, supports thousands of jobs, and contributes millions of dollars to the region's economy each year.
