On both sides of the Atlantic, procurement is a hugely underrated policy lever. In the UK, we spend c. £400bn a year through intermediaries.
But when I was a civil servant the topic was considered pretty disinteresting by most senior people.

Fun fact, related to this observation by @judgeglock -- essentially no public policy schools in America have a required class on procurement, and few even have an elective. (I once emailed most of the top ~20 schools to check, out of curiosity.)

Personally believe that nuclear has a big role to play.
