NEC, NORINCO Meet in Kampala to Strengthen Defence and Industrial Cooperation _KAMPALA, Monday 20 April 2026_ Lt Gen James Mugira, Managing Director of the National Enterprise Corporation (NEC), today hosted a senior delegation from China North Industries Corporation (NORINCO) at NEC Headquarters in Bugolobi, Kampala. The delegation, led by NORINCO Vice President Mr. Qiang Wenyu is in the country for a week-long series of strategic engagements scheduled from 19th to 25th April 2026. Welcoming the team, Lt Gen Mugira said the visit underscored the strong and growing ties between Uganda and China. He noted that the two countries enjoy a long record of cooperation based on mutual respect, solidarity, and a shared commitment to development and prosperity. He recalled that Uganda-China diplomatic relations were established in 1962 when Uganda gained independence, with China being among the first countries to open ties. He added that the partnership has yielded concrete results in infrastructure, trade, investment, technology transfer, and people-to-people exchanges. Lt Gen Mugira described China as one of Uganda’s biggest trading partners. He said Uganda imports machinery, electronics, textiles, and construction materials from China while exporting agricultural commodities such as coffee, fish, and minerals. On infrastructure, he said Chinese firms have delivered key projects including the Karuma and Isimba Hydropower Stations and the expansion of Entebbe International Airport. He stated that the projects have substantially upgraded Uganda’s infrastructure. He also noted that Chinese companies in construction and manufacturing have created employment and driven industrial growth. On defence cooperation, he said China has extended military training, equipment, and support to the Uganda People’s Defence Forces. He cited NORINCO’s construction and equipping of the Luwero ammunition factory and the establishment of Kyoga Dynamics through China Wan Bao. Lt Gen Mugira reaffirmed that Uganda regards China as a trusted partner and friend. He said Uganda is committed to deepening the relationship and pursuing new areas of cooperation. NORINCO Vice President Qiang Wenyu thanked Lt Gen Mugira for the warm reception. He reflected on the practical cooperation between the two sides over the past 40 years across various sectors. He said both parties have held detailed talks on future development and agreed to deepen collaboration in technology, economic development, and other areas. They committed to taking the partnership to a higher level and continuing the legacy of enduring friendship. The delegation is expected to continue its strategic meetings in Uganda through Friday.
