There is no reason for math to be painful! Time drills can cause stress. Have students race themselves and record improvement over time.

Plan lessons 4 student success. Use friendly numbers with new material. Use small sets of targeted facts to build fluency incrementally.

Try focusing on a few selected number facts for a while. Use them across place values. If 2 3=5, then 20 30=50. Use them for mental math.
