The Commission’s Kitui Regional Office joined the County Government of Kitui and Hope Mobility Kenya at the Kitui Agricultural Training Centre (ATC) for the launch of a three-day outreach programme focused on expanding access to wheelchairs and other essential assistive devices for persons with disabilities. @KituiCountyGovt The initiative, officially launched by Hon. The Nakuru Regional Office held a high-level consultative engagement with the Rift Valley Regional Deputy Police Commander, Mr Michael Diang’a, aimed at strengthening inter-agency collaboration in the protection and promotion of the rights of Special Interest Groups, and enhancing coordinated responses to emerging equality and human rights concerns across the region. At the centre of the discussions was the alarming and persistent rise in reported cases of missing children—an issue that continues to pose a grave threat to child safety, protection, and overall well-being. The meeting also interrogated the urgent need to reinforce prevention, reporting, and management systems for Gender-Based Violence (GBV), with a shared emphasis on survivor-centred response mechanisms and faster, more coordinated institutional action. Both institutions underscored the indispensable role of multi-agency partnerships in advancing justice, particularly in improving access to timely redress for survivors, strengthening response frameworks, and deepening public awareness on child protection, personal safety, and the critical importance of prompt reporting of incidents. Mr Diang’a reaffirmed the @NPSOfficial_KE commitment to protecting vulnerable populations, while stressing the need for sustained public sensitisation on evidence preservation as a cornerstone of effective prosecution and accountability. The engagement further identified opportunities for strengthened collaboration, including targeted capacity-building initiatives to deepen understanding of the Commission’s mandate and to reinforce referral pathways and response systems for complaints affecting Special Interest Groups.

The Commission, led by Chairperson @mamacount2017, today paid a courtesy call on H.E. Prof. @_KithureKindiki, Deputy President of the Republic of Kenya, at Harambee House Annex, Nairobi, to deliberate on the country's progress, achievements and emerging priorities in advancing the gender equality and social inclusion agenda. Day 2 of the engagement focused on empowering Environmental Human Rights Defenders (EHRDs) under the theme Strengthening Gender Protocols & Using Digital Platforms for Justice and Accountability. Led by @DavisOkeyo, Kisumu Regional Head, participants were guided on linking grassroots realities with key policy and legal frameworks, including the Climate Change (Amendment) Act, 2023, the UN Sustainable Development Cooperation Framework, and the National Gender and Climate Change Action Plan (2025–2027). Key discussions centred on strengthening gender-sensitive approaches in environmental governance, with emphasis on mining impacts on communities, food systems, livelihoods, and the protection of vulnerable groups, including widows and families in polygamous unions, to uphold social cohesion and inclusion. Participants were equipped on digital safety and rights protection, including addressing online gender-based violence, countering misinformation and disinformation, using encryption tools, and securely documenting and reporting threats. The session also strengthened strategic advocacy skills, focusing on translating community experiences into structured, evidence-based submissions for policy influence and accountability. Further emphasis was placed on human rights documentation and defender safety, particularly in recording cases of harassment, alleged police brutality, forced displacement, and environmental degradation in line with legal and evidentiary standards. A key outcome of the session was the submission of both online and physical memoranda to the Commission, calling for an urgent public inquiry into alleged systemic human rights violations, gender-based violence, and land dispossession in Siaya, Vihiga, and Kakamega Counties. A capacity-building session convened by the Commission brought together over 40 women leaders, community representatives, and human rights defenders from Kakamega, Vihiga and Siaya Counties to strengthen awareness of the Mining Act, 2016 and the Community Land Act, with a focus on advancing the rights, participation and protection of women, youth and marginalised groups in the extractive sector. Led by Ms Anne Anyango from the Kisumu Regional Office, the session reaffirmed that the Constitution of Kenya, 2010 and related legislation provide a strong foundation for equality, inclusion and participation in natural resource governance. She emphasised that women and youth must be meaningfully engaged at all stages of the mining process, including consultations, land governance decisions, and benefit-sharing arrangements. Participants raised concerns over persistent gaps in implementation, including limited access to land ownership documentation, exclusion from public participation forums, and inadequate access to timely and accessible information on mining projects within their communities. They also expressed concern over the use of drones and geospatial mapping technologies without adequate community sensitisation, noting that this has, in some cases, fuelled fear, misinformation and mistrust. The Commission noted the need to strengthen public participation processes, enhance civic education on land and mining rights, and ensure that county and national actors uphold inclusive and transparent consultation standards. It further emphasised the importance of safeguarding community voices in decision-making processes, particularly ensuring that women, youth and marginalised groups are not excluded or substituted in engagement forums. A survivor’s journey does not end when the violence stops. Recovery, healing, protection, and hope require systems that are equipped, responsive, and centred on human dignity. In @Baringo_county, the NGEC–JICA Gender-Based Violence Prevention Project continued to strengthen local structures that provide critical support to survivors of Gender-Based Violence while advancing prevention efforts within communities. well-being The project team handed over furniture, essential equipment, and child-friendly play therapy materials to the Kabarnet Hope Centre Gender-Based Violence Recovery Centre, reinforcing its capacity to offer comprehensive support services to survivors. Beyond providing a safe space, the Centre plays an important role in helping survivors rebuild confidence, access care, and begin the often difficult process of recovery. For children affected by violence, access to therapeutic support can make a significant difference in restoring emotional well-being and resilience. Recognising that prevention remains the most effective response, the team also engaged the County Director of Education in discussions to strengthen schools' role in safeguarding children and young people. The planned teacher training programme seeks to enhance early detection of abuse, strengthen referral pathways, and equip educators with the skills needed to respond appropriately when learners require protection and support. The engagements highlighted an important reality: addressing Gender-Based Violence requires more than responding to incidents after they occur. It calls for strong institutions, informed communities, trusted support systems, and coordinated action across sectors to address risks before harm occurs. By investing in survivor support services and strengthening prevention mechanisms within schools and communities, stakeholders are helping build environments where women, men, girls, and boys can live free from violence and realise their full potential. The reported death of KMTC student Eugene Mutuku, allegedly after being ejected from a moving matatu, raises serious constitutional concerns under Article 26 (right to life), Article 28 (dignity), and Article 29 (security of the person). Every life is protected by law. This is not an isolated concern. Recurrent reports of passengers allegedly being harmed or ejected from moving public service vehicles point to a deeper systemic challenge in parts of the transport sector that demands urgent national attention. Public transport is central to daily life—connecting Kenyans to education, healthcare, and work. When safety fails, it disproportionately affects youth, women, children, older persons, PWDs, and marginalized groups who rely most on these services. NGEC emphasizes that safe mobility is a constitutional and equality issue under Article 27 and Article 43. Unsafe transport systems deepen inequality and undermine access to opportunity. We call for urgent, transparent investigation and accountability in this case, and stronger enforcement of Public Service Vehicle regulations to ensure zero tolerance for violence, negligence, or passenger abuse. When drought strikes, livelihoods shrink. When livelihoods shrink, vulnerabilities grow. Too often, women and girls bear the heaviest burden. This reality was at the centre of a consultative engagement between the NGEC–JICA Gender-Based Violence Prevention Project team and Keergaa Indigenous Community Organization (KICO) in Mogotio, @Baringo_county Across many arid and semi-arid regions, climate shocks are increasingly reshaping family and community dynamics. Loss of income, food insecurity, displacement, and competition over scarce resources can heighten risks of Gender-Based Violence, child marriage, and other harmful practices, particularly for women, girls, and vulnerable households. The discussions focused on practical, community-led solutions that strengthen both protection and resilience. From strengthening referral pathways for survivors of violence to supporting safe spaces for girls at risk of FGM and child marriage, the engagement explored ways of ensuring that protection systems remain accessible to those who need them most. Participants also highlighted the importance of investing in sustainable livelihoods. Initiatives such as kitchen gardens, food forests, and livestock insurance are not only strengthening household resilience but are also helping families withstand economic shocks that often fuel vulnerability and exclusion. Of particular concern was the persistence of Female Genital Mutilation in parts of Kisanana Ward, where social pressure surrounding the practice continues to affect girls and women. The conversation reinforced the need for sustained community engagement, local leadership, and stronger support for grassroots organisations working to protect rights and transform harmful social norms. The engagement demonstrated that preventing Gender-Based Violence requires more than responding after harm occurs. It calls for tackling the underlying drivers of inequality, strengthening community resilience, and ensuring that women and girls can live in safety, dignity, and opportunity regardless of where they live.
