ALT Picture shows a walking stick hanging on a piece of metal pipe standing in the middle of a narrow path. The pipe has a rough, jagged edge at the top, and blocks access to mobility vehicles. Obstructions like this on public rights of way are illegal, but nonetheless extremely common.

There is a large gap beneath the bottom railing on each side of the bridge. Guidelines for rural bridges published decades ago specify the initial step up should be no more than 5mm, and there should be a gap of no more than 75mm below the bottom railing for safety reasons. Additionally this bridge is little more than half the specified width of 1200mm.

ALT Image shows a wide, level public footpath with a stone wall built across it leaving a gap of about 300mm to squeeze through. There is no legal justification for a structure at this point on the public right of way, and even if there were, structures have been legally required to take into account the needs of mobility-impaired people and permit mobility vehicles for decades. Obstructing a public footpath in this manner is a criminal offence, but sadly very little is done to enforce this.
