Earlier today, UNESCO presented their El Salvador country report on AI readiness.
These are the top five positive highlights from the findings outlined in theIR El Salvador report:
➡️ PIONEERING LEGAL ARCHITECTURE: El Salvador has an approved, regulated, and active AI framework—the Law on the Promotion of Artificial Intelligence and Technologies (February 2025)—making it one of the only countries in the region with an in-force specific AI law, scoring a maximum 100/100 on the ILIA 2025 Legal Initiative sub-indicator.
➡️ STRONG OPEN-SOURCE TECHNICAL CAPITAL: The country unexpectedly leads the entire Latin American region in the quality of open-source repositories, averaging 5.01 stars per repository (ranking 1st out of 19 countries evaluated in the ILIA 2025 Index).
➡️ ADVANCED PUBLIC SECTOR ADOPTION: Government agencies have successfully implemented high-impact AI tools ; for example, the National Registry (RNPN) digitized 18 million historical images, cutting execution times by roughly 90%, while the Ministry of Housing trimmed regulatory analysis times from 4 hours to just 30–35 minutes.
➡️ AGGRESSIVE INTERNATIONAL TECH PARTNERSHIPS: The state has secured ambitious global alliances, including an AI-assisted public telemedicine platform called DoctorSV built with Google Cloud, a personalized AI tutoring initiative in over 5,000 public schools with xAI, and a sovereign AI infrastructure plan using an NVIDIA B300 cluster.
➡️ SIGNIFICANT ECONOMIC & TAX INCENTIVES: The Law on the Promotion of Innovation and Technology Manufacturing provides highly competitive 15-year tax exemptions (income, assets, tariffs) explicitly targeting AI, cloud computing, and big data to attract investment.
