Portland just became the largest US city to use proportional representation (with RCV). As the @Oregonian has reported, this resulted in a tremendously diverse and representative city council, including 3 seats for an East Portland community that had none.
The "undervote" in this year's mayor and council races looks to be the same as it was for smaller fields in 2012 and 2016. Having said that, Portland has no signature minimums to run for office. That means huge candidate fields. The mayor and city council races landed on page 3 and 4 of voters' ballots. The city could change that policy.
