An under-discussed cause of DW’s decline in popularity is that a good amount of people who watched Eccleston, Tennant, and Smith were kids/teens who started to grow out of Doctor Who by the time Capaldi and Jodie came around. Nothing could’ve prevented that.
It goes back to Capaldi actually (and I do like Capaldi but he didn’t capture audiences at the time the same way) but Chibnall certainly didn’t help. If it wasn’t for the BBC getting Russell back we’d be in this exact same place several years earlier
