Depends where you draw the line. IQ 120 is demonstrably counterproductive in society, same with “Special Needs” (big S big N). I think the issue is they’re categorically abnormal socially. Whether these children have special needs (little s&n) is a decision, same as it was for the first group. But if you define gifted as genius level (somewhere in the 130s I believe) then they similarly fare worse than average and it’s odd this issue isn’t treated with as much gravity as the other.

It do be like this. If you have enough experience with social science research, you can tell what predetermined outcome the researchers want by observing the question wording and the carefully constructed answer options
Typical progressive policy issue: 1. Commission a study asking if you "have ever been thirsty during the past year" 2. Announce that 37% of Americans "lack access to water" 3. Point out that many Americans live in "water deserts" with insufficient bottled water choices

"Up or Out" is an HR phillosophy that was pioneered by New York law firm Cravath, Swaine & Moore, and later implimented in environments as diverse as McDonalds and the US military by McKinsey & Bain. It is based on the idea that staff tend to rise to positions at which they are insufficiently competant to be promoted [Peter Principle]; such people suffer are a huge drag on organizational effectiveness, and since it is broadly illegal to demote people back to a role in which they are competant, they must be dismissed. The process is logical, and works very well in an environment where success or failure can be trivially measured and is hard to game. Doubly so in industries in which experience of failure is of little or no value. I'll leave it to you to assess the quality of match for this phillosophy and the officer corps.
