NDP found upon returning to power in 1991 that Saskatchewan's debt & deficit situation were far worse than what PCs had revealed. Part of problem dated to 1978's federal decision to shift health spending obligations to provinces. NDP decided to cut health & education spending.

Primary division in Saskatchewan has been between the Liberals & the non-Liberals since the 1930s. NDP & PC were seemingly opposites, but really appealed to same prairie populist base. Gains of PC in 1970s came at expense of NDP rather than Liberals.

Whereas NDP's Saskatchewan created state ("crown") companies to control provincial resources, PC's Alberta merely revised resource royalty rates & collection for drilling & mining businesses.
