There is NO $300 billion from the USA to Iran in the MOU! This is a future international fund for rebuilding that will be determined AFTER a final peace deal is signed in 2 months.
Many nations will be involved. Still massive negotiations to go on that.
What's in the Trump-Iran MoU and what's NOT:
IN THE INITIAL MOU (60-DAY FRAMEWORK):
- Permanent ceasefire across all fronts, including Lebanon.
- Reopening the Strait of Hormuz toll-free/unrestricted (Iran to remove mines within ~30 days).
- Lifting the U.S. naval blockade on Iranian ports (phased).
- Limited/phased sanctions relief and possible release of some frozen assets (~$12-24B, performance-based).
- Iran reaffirms it will never build a nuclear weapon.
- Starts a 60-day negotiation clock for tougher issues.
NOT IN THE MOU / DEFERRED TO FINAL DEAL:
- No full sanctions lift.
- No detailed nuclear restrictions (enrichment limits, highly enriched uranium stockpile removal/down-blending, inspections, etc.).
- NO $300 BILLION RECONSTRUCTION/INVESTMENT FUND.
THE $300 BILLION RECONSTRUCTION FUND:
This is only referenced in drafts as a future "international investment/reconstruction program" (mostly Gulf states private investors, facilitated by the U.S.).
It activates only after a final comprehensive peace deal is signed - which requires strong, verifiable nuclear agreements (stockpile disposal, enrichment curbs, no weapons path).
NO UPFRONT U.S. TAXPAYER CASH. IT'S NOT REPARATIONS BUT AN INVESTMENT VEHICLE FOR POSTWAR REBUILDING (INFRASTRUCTURE, ENERGY, REAL ESTATE).
Details on governance, contributions, and conditions would be negotiated in/after the 60-day window. Trump side stresses: nothing big flows without nuclear compliance.
The MoU is a ceasefire de-escalation starter.
The big economic prize (and nuclear limits) come only with a final deal. Still fluid and politically controversial.
In essence, the MOU is a prolonged ceasefire with the Strait opened and future benefits to Iran if they cooperate. If they misbehave, no deal.
