Shea is demanding $24 million from the city of Spokane, the third major figure to file a claim after the City Council formally condemned former Mayor Nadine Woodward last year for appearing at an event with Shea.
Spokane's last HR director was fired in Feb. with little fanfare or attention. He claimed to have information that would cause heads to roll, but then disappeared.
Last month, he threatened to sue the city if they didn't pay him $50 million.

We're calling it: Michael Baumgartner will face off against Carmela Conroy in the general election, pitting one of Spokane's top Republicans against a former diplomat and Democratic electoral newcomer
In early returns, Sessler is leading the WA-04 primary field with nearly 30% of votes.
Rep. Dan Newhouse is in second place with just shy of 25%. A third Republican, Tiffany Smiley, appears on track to be eliminated.
Incumbent Judge Timothy Fennessy will face court of appeals staffer Andrew Van Winkle in the November general election.
Fennessy garnered 37.5% of the vote, with Van Winkle pulling 34.6%.
