The term refers to the territory of the former British Mandate of Palestine, not lands beyond it. Whatever one's views on settlements or annexation, there has never been an actual Israeli movement advocating expansion into neighbouring countries. The idea that Israel seeks territory beyond the Mandate's borders is pure propaganda rather than a reflection of any real Israeli political programme.
