The Breakout Session on Fund Flow & Financial Architecture at the National Conclave on Strengthening ITDAs/ITDPs focused on enhancing the efficiency, transparency and responsiveness of financial systems supporting tribal development.
Participants deliberated on challenges such as delays in fund release, limited financial delegation, vacancies in technical and finance positions, fragmented utilisation certificate processes and the need for stronger digital monitoring systems. The session also showcased innovative practices including Maharashtra’s SPARSH digital fund flow system, Gujarat’s IFMS-enabled transparency mechanisms and Odisha’s direct vendor payment and geo-tagged monitoring frameworks.
The discussions culminated in a roadmap for strengthening financial governance through greater digital integration, real-time fund tracking, improved financial autonomy for ITDAs, enhanced Centre-State coordination, dedicated project management support and robust monitoring mechanisms to ensure timely and effective delivery of development benefits to tribal communities.

The ongoing programme is providing tribal youth from Particularly Vulnerable Tribal Groups (PVTGs) under #PMJANMAN with a blend of classroom learning and hands-on practical training in solar energy systems. Participants are gaining technical skills in installation, operation, and maintenance of Solar PV systems, while also benefiting from soft skills development and placement support.
By equipping tribal youth with industry-relevant skills, the initiative is creating new opportunities for sustainable livelihoods and advancing clean energy adoption in tribal communities.

Bhutan, World Bank sign financing pact worth USD 515 mn for Tata Power-DGPC project.
The 1125 MW, Dorjilung Hydroelectric Power Project is Bhutan’s largest hydropower initiative under the PPP model, jointly developed by Druk Green Power Corporation Limited (DGPC) and Tata Power.
The project will generate over 4,500 GWh of clean electricity annually, contributing nearly one-third of Bhutan’s total energy generation. It will address seasonal energy gaps while enabling the export of ~80% of power to India, strengthening regional energy security.
