We, the working executives, non-executives, retired staff, families, and well-wishers of Bharat Sanchar Nigam Limited (BSNL), are submitting this national petition to demand an immediate end to systemic administrative injustice and the preservation of our workforce dignity.
While BSNL's dedicated workforce continues to perform under immense pressure to execute the nation's prestigious, home-grown 4G and 5G rollouts, their basic financial rights, promotions, and social security have been entirely frozen. This petition stands as a unified ultimatum against the complete neglect of the people who form the backbone of India’s digital sovereignty.
🚨 The Charter of Core Issues & Demands
1. Immediate Implementation of the 3rd PRC (Waiver of Affordability Clause)
For nearly a decade, BSNL’s regular workforce has been denied the 3rd Pay Revision Committee (PRC) benefits. The administrative citation of the "Affordability Clause" to block pay revision is flawed and discriminatory. BSNL functions as a strategic national public utility and social sector lifeline, deploying to borders and disaster zones when private networks back out. Denying pay revisions in an era of extreme inflation has severely degraded the standard of living for over 56,000 working families.
2. Delinking Pension Revision from Profitability
The injustice extends heavily to our senior veterans. Pensioners draw their earnings directly from the Consolidated Fund of India. Their livelihood has no logical linkage to corporate profit/loss lenses; retirement payouts must strictly parallel Central Government parameters and be revised independently.
3. Settlement of Residual Issues of the 2nd PRC
We demand the immediate resolution of long-pending anomalies carried over from the previous pay revision, which continue to financially cripple the workforce:
•Standard E2-E3 Pay Scales: Immediate implementation of standard pay scales for JTO/JAO (E2) and SDE/AO (E3) equivalents without any downgrading.
•Full 30% SAB Compliance: Complete funding of the 30% Superannuation Benefit (SAB) target to secure the post-retirement future of direct recruits.
•Pay Loss Resolution : Complete rectification of structural pay losses inflicted on the entry-level cadres.
•"ONE COMPANY - ONE POLICY ": Absolute Parity in Pay, Perks and Promotions between regular employees of BSNL and those on deputation
4. Clear Internal Management Hierarchy & Career Progression
Promotions have ground to an absolute halt across multiple cadres. We demand the creation of internal managerial lines through swift, transparent promotional advancements. BSNL should be structurally governed by its own experienced internal cadre rather than enduring constant, ad-hoc external dependencies and deputations.
5. Immediate Scrapping of the SET Recruitment Process
We vehemently reject the newly proposed Senior Executive Trainee (SET) Recruitment Process. This mechanism introduces external fresher profiles with zero relative telecom experience and places them directly above long-serving, highly qualified, and experienced internal executives. This must be scrapped to protect institutional stability.
6. Operational Stability & Strategic Viability
The workforce demands policy interventions that guarantee BSNL's overall operational health and long-term business survival. Staff cannot be penalized for structural deficiencies while they actively work to deploy home-grown networks under challenging timelines.
7. Standard JE Pay Scales
The Junior Engineer (JE) cadre has been subjected to degraded and unscientific pay scale anomalies for years. We demand the immediate implementation of standard, dignified pay scales for all JEs to ensure equity.
8. Overhaul of the Non-Executive Promotion Policy (NEPP)
The career progression path for non-executive employees is fundamentally broken. We demand an immediate, transparent overhaul of the promotional policies to allow timely advancements without artificial administrative barriers.
9. Extension of 5 Advance Increments to JTOs / JAOs / JEs
To partially offset the heavy financial losses and pay anomalies faced by newly recruited batches, management must immediately extend the promised 5 advance increments to all JTOs, JAOs, and JEs.
10. Revision of the Non-Executive Promotion Policy (NEPP Rules)
The underlying guidelines of the NEPP must be revised and structurally reformed to eliminate stagnation traps, ensuring that non-executive staff receive fair promotions on par with corporate growth.
