Phillip C. Parrish Releases Professional Briefing Exposing HF3489 as Backwards “Child Protection” That Will Harm Minnesota Kids
KENYON, Minn. – Phillip C. Parrish, Retired U.S. Navy Lieutenant Commander, 13-year K-12 music teacher, former school principal and administrator, Parish Executive Administrator, father, grandfather, and fraud whistleblower, today released a detailed professional briefing titled “HF3489 – Inverted ‘Protection’ That Demands We Flip the Script on the Real Groomers.”
In the briefing, Parrish warns that while every decent Minnesotan wants to stop real grooming and child predators, HF3489 — passed unanimously by the House (133-0) and Senate (66-0) in May 2026 and signed into law — will deliver the opposite result. The legislation creates a new felony for grooming while, in practice, driving decent men out of teaching, coaching, and mentoring roles due to heightened risks of false accusations in Minnesota’s current accusation-friendly culture. 
“Every decent Minnesotan wants to stop grooming, groomers, and child predators. Full stop,” said Parrish. “But this bill is upside-down, backwards legislation from the same DFL/DSA-aligned forces that enable the sexualization, confusion, and medical mutilation of children. It attacks normal protective adult-child relationships while the real systemic grooming — pushing irreversible ‘gender-affirming care,’ secrecy from parents, and deviant ideologies in schools — continues unchecked.”
Parrish draws on his extensive experience, including 13 years teaching K-12 music, years as a principal hiring and overseeing educators. He highlights the hypocrisy: the same actors passing performative laws defend policies that confuse children about their God-given biology, hide destructive behaviors from parents, and lead to lifelong harm.
Key Call to Action: Parrish urges every parent, grandparent, and caring adult to immediately begin filing lawful complaints and reports against educators, bureaucrats, officials, and clinicians who advocate or implement these harmful ideologies. He encourages using HF3489’s own mechanisms — licensing board notifications, mandated reporter requirements, and expanded investigation tools — to hold the real exploiters accountable.
“Enough is enough,” Parrish stated. “We must flip the script. Document patterns, report them, and turn the tables with evidence, truth, and courage. As Christ flipped the tables in the temple, we must confront this rot in defense of the little ones.”
