For anyone with broken Quest Link:
Meta has just released a Meta Horizon Link update for PC. This update fixes the issue.
If you blocked the Dash in firewall following my previous guide, follow the steps to allow connections if you so wish.
The Link works normally now. Update

Anyone trying to get Quest Link working, this is the confirmed fix:
1. Open Windows Firewall
2. Advanced settings
3. Outbound Rules
4. Find oculus dash rule
5. Set it to block
6. Restart Meta Horizon Link via tray or restart PC
