Fue un símbolo de las provincias que se sintieron postergadas después de Pavón, un hombre que levantó la bandera del federalismo, de las autonomías provinciales y de una idea poderosa para su tiempo: la Unión Americana. En 1866, desde su exilio en Chile, regresó para enfrentar al orden político dominado por Bartolomé Mitre. Se opuso con fuerza a la Guerra del Paraguay, a la que consideraba una tragedia fratricida entre pueblos hermanos. Desde Jáchal lanzó su célebre proclama, donde defendía la Constitución, la paz con Paraguay y la unión con las repúblicas americanas. Lo siguieron gauchos, federales, hombres del interior profundo y antiguos combatientes de las montoneras. Su figura quedó envuelta en combate, derrota, persecución y leyenda. Fue vencido militarmente, pero no borrado de la memoria popular. Enfermo, pobre y exiliado, Felipe Varela murió el 4 de junio de 1870, a los 49 años. Pero su causa siguió viva: la de una Argentina federal, menos concentrada, más americana y más justa con sus provincias. Por eso lo llamaron “el Quijote de los Andes”: porque peleó contra fuerzas inmensas, con más convicción que recursos, y con una bandera que todavía despierta memoria, debate y respeto. Felipe Varela murió lejos de Catamarca, pero su nombre volvió para quedarse en la historia grande del federalismo argentino.
