However, the implementation has been incomplete. While the new system grants some rights, such as allowing workers to change jobs without the sponsor’s approval, it excludes certain groups, like domestic workers, who remain under the kafala system. According to Human Rights Watch, these reforms are not enough to dismantle the complex kafala structure, leaving many workers vulnerable to exploitation.
