On procedure: every substantive protection in section 161 is preserved — the ten-year cycle, equal voter numbers, ward integrity, the ±20% tolerance, the preliminary report, parliamentary review under section 161(8), and the final report. On review: ZEDC decisions are justiciable under ordinary administrative-law principles and under section 67. The CSRO mechanism is one method of securing independence.
