Someone discovered that if you cc the president on a CEO, the web team drops everything and treats it as an emergency. And now everyone in the organization knows the trick. I've seen this in more in-house digital teams than I'd like to admit. The ticketing system exists, the process is documented, and still requests bypass the queue constantly, because the shortcut works. Once it works for one person, word spreads. The reflex response is to explain the process better. Another all-hands. Better onboarding documentation. Clearer language in the intake form. But that addresses the wrong thing. If escalating to leadership gets your request prioritized, people will escalate to leadership. If it doesn't, they'll stop. The behavior follows the incentive, not the policy.
