Eritrea’s Digital Customs Progress! On March 2, the new digital customs management system (ASYCUDA World) was launched at the Asmara Customs Center railway station, and since day one, it has operated without interruption. The results after just one month speak for themselves: 📉 Processing time has dropped significantly; the process is now more flexible and fast, with a high impact on customs operations—staff have already expressed their satisfaction 📈 Revenue is increasing thanks to improved speed and efficiency ⏱️ Customer experience has improved—processing time has decreased, and declaration time is now faster, allowing more declarations to be processed 👩‍💼 Staff copped on very quickly—the team adapted fast and embraced the new technology 🎯 Accuracy is extremely high, with improved procedures and advanced features making operations easier 🌍 Paperless operations are reducing costs significantly One of the most significant changes has been the distribution of labor. All staff are empowered to take on more responsibility as the process becomes more accurate. Everyone feels qualified, responsible, and part of the system. Clearing agents have also upgraded their skills through exposure to new technology and training—contributing to private sector capacity building. In the coming months, once the Massawa port is fully operational, the system will become completely paperless. This is what happens when digital innovation, training, and national ownership come together. Securing Trade, Strengthening Compliance: Guyana Revenue Authority (GRA) 🇬🇾 Advances the Implementation of the AEO Programme through a Pilot The GRA, with support from the WCO Accelerate Trade Facilitation Programme, funded by the UK HMRC, is moving from its Trusted Trader Programme to a fully-fledged Authorized Economic Operator (AEO) Programme aligned with the WCO SAFE Framework of Standards. Members of the AEO Working Group completed a five-day workshop focused on practical AEO validation techniques through field visits with pilot economic operators, strengthening customs-business partnerships while reducing supply chain risk. Opening the training, Mr. Rohan Beekhoo, Comptroller of Customs, Excise and Trade Operations, highlighted GRA’s investments in ICT, Single Window systems and a dedicated AEO Unit, supporting a shift to risk-based, intelligence-led operations. THE MALDIVES 🇲🇻 TAKES CRITICAL STEPS TOWARDS ITS TIME RELEASE STUDY & EXPANSION OF ITS AEO PROGRAMME TO BOOST TRADE EFFICIENCY The Maldives is wrapping up the data collection for its Time Release Study (TRS), launched on 18 November 2025, as a key step toward faster and more efficient trade. Data has been collected at the country’s busiest trade hubs – Malé Commercial Harbour, Bonded Warehouse and Velana International Airport – which together handle more than 90% of all air and sea cargo. Following an initial TRS conducted in 2021 during the COVID-19 pandemic, this 2025 WCO capacity building initiative aims to empower the National Committee on Trade Facilitation to conduct TRS with regular intervals, and with that, support the implementation of WTO TFA Article 7.6 on TRS as a Category C commitment of the Maldives. In addition, just last week the WCO was in Malé to assess what steps Maldives Customs Service (MCS) could take to further strengthen its recently launched Authorized Economic Operator (AEO) Programme to enhance alignment with WTO TFA Article 7.7 as a Category C commitment and the WCO SAFE Framework of Standards. The current AEO Programme only serves importers and exporters. The WCO capacity building and technical support is focused on an updated AEO Manual and a pilot expansion plan – marking a significant step towards improving trade efficiency and supply chain security through public-private partnership. Strengthening Trade Facilitation in Liberia 🇱🇷: WCO Supports Launch of the Time Release Study The Time Release Study (TRS), with capacity building supported by the WCO Accelerate Trade Facilitation Programme funded by the UK’s HMRC, was launched by the Minister of Trade on 4 November 2025, bringing together the Liberia Revenue Authority (LRA), Ministry of Commerce and Industry, National Port Authority (NPA), UK High Commission, representatives of all border agencies and private sector representatives. Data collection started on 10 November at the Freeport of Monrovia, Liberia’s economic gateway, handling over 70% of the country’s cargo consignments. The initiative is coordinated by Liberia’s NTFC, demonstrating Liberia’s commitment to Article 7.6 of the TFA – reported by Liberia as a TFA Category C commitment. The in-country segment followed seven weeks of virtual capacity building, during which the Working Group was trained on TRS methodology, data analysis, and the use of the WCO TRS software. The NTFC team will continue the data collection and analysis, with ongoing remote guidance from WCO experts. The WCO continues supporting capacity development related to post-clearance audit (PCA) within the Guyana Revenue Authority (@GRAupdates) 🇬🇾 through the Accelerate Trade Facilitation Programme funded by @HMRCgovuk. After drafting the Guyana Revenue Authority (GRA) PCA Manual, focus is now on developing GRA officers’ skills in order to implement the PCA methodology and processes. Upcoming activities include establishing a quality assurance framework and linking PCA outcomes to the national risk management system. The WCO Accelerate Trade Facilitation Programme is designed to help developing countries enhance their Customs capacity for the effective implementation of the WTO Trade Facilitation Agreement.
