Strengthening Trade Facilitation in Liberia 🇱🇷: WCO Supports Launch of the Time Release Study
The Time Release Study (TRS), with capacity building supported by the WCO Accelerate Trade Facilitation Programme funded by the UK’s HMRC, was launched by the Minister of Trade on 4 November 2025, bringing together the Liberia Revenue Authority (LRA), Ministry of Commerce and Industry, National Port Authority (NPA), UK High Commission, representatives of all border agencies and private sector representatives.
Data collection started on 10 November at the Freeport of Monrovia, Liberia’s economic gateway, handling over 70% of the country’s cargo consignments. The initiative is coordinated by Liberia’s NTFC, demonstrating Liberia’s commitment to Article 7.6 of the TFA – reported by Liberia as a TFA Category C commitment.
The in-country segment followed seven weeks of virtual capacity building, during which the Working Group was trained on TRS methodology, data analysis, and the use of the WCO TRS software. The NTFC team will continue the data collection and analysis, with ongoing remote guidance from WCO experts.
By combining technical expertise, national ownership, and international collaboration, the TRS will help Liberia streamline border procedures, enhance interagency coordination, and strengthen its position as a reliable trading partner in the region.
