#DecodingBihar | RJD Era Sugar Mills Shutdown Report
Under RJD‑Congress rule (1990–2005), 7 sugar mills in North Bihar were permanently shut.
Once called the "Sugar Bowl" of the state, North Bihar had 16 operational mills before the closures.
Some mills were never restarted, devastating local agriculture.
According to Lok Sabha records (Apr 2005):
Total closed mills: 18 (15 public sector 3 private)
Example closures with dates:
• Marhowrah (private) → closed March 21, 1997
• Garaul (public) → January 7, 1994
• Sakri (public) → March 22, 1997
• Bihta (public) → March 16, 1991
… and others across the state.
Industry decline snapshot:
28 sugar mills existed in 1980s, but RJD-era closures reduced them drastically.
By early 2000s, 10–11 mills remained functional in Bihar.
Impact on farmers & workers:
Thousands of jobs lost overnight.
Farmers shifted away from sugarcane to cash crops like tobacco.
Migration increased—many moved to Delhi, Gujarat, or Maharashtra.
Transformation over time:
Bihar’s sugar mill count went from 33 (1950s) → 28 (1980s) → 10–11 by 2005.
Total sugarcane crushing capacity ironically rose in private sector later, but legacy loss remained.
Nitish government has initiated SOPs and revival plans (leasing land, inviting investors).
Still, no major sugar mill revival achieved yet as of 2023.
