In a three-way reshuffle, Zhemu Soda replaced Muswere as Information minister, while Paul Mavima moved to the Ministry of National Housing and Social Amenities. An investigation over two days established that Muswere was redeployed to the Ministry of Skills Audit and Development - a demotion - for fierce clashes with Rushwaya before her dismissal. Rushwaya has been replaced by interim chair Chipo Nheta. The Rushwayas are related to Mnangagwa, including the Chief Secretary to the President and Cabinet Martin Rushwaya and Henrietta Rushwaya, President of the Zimbabwe Miners Federation. Helliate is Henrietta's younger sister. Our probe reveals Rushwaya was fired on February 2, 2026, for a series of issues, including unprocedural appointments of senior ZBC staff without advertising their jobs or interviews. This included the illegal appointment of ZBC chief operating officer Tapiwa Mudzamba, a former acting chief executive. The move violated the Public Entities Corporate Governance Act which sets a comprehensive legal framework for management and oversight of state-owned enterprises and parastatals. It also transitions the sector from a voluntary "comply or explain" model to a mandatory "comply or else" strategy. The Act's primary objective is to align public entity management with Chapter 9 of the constitution, focusing on professional ethics, efficient resource use, and accountability to the people. ZBC is a public broadcasting entity. Before firing Rushwaya, Muswere had escalated the problem to the Corporate Governance Unit (CGU) within the Office of the President and Cabinet. The CGU acts as a central advisory and oversight body. It monitors compliance and advises line ministries on performance evaluations and contracts. The other reason why Rushwaya was dismissed was her failure to produce a strategic plan for 2026 in line with section 22 of the Public Entities Corporate Governance Act. Further, ZBC also lacked financial oversight to curb unapproved expenditures or budget overruns. This led to excessive expenditures way above the officially approved ceiling with a variance of US$10 million. The breach included a failure to ring-fence US$6 million in ZimDigital funds set aside for digitilisation and access to local television and radio broadcasting stations in full HD. Rushwaya was also cashiered for unapproved ZBC remuneration, benefits and allowances, paid without following due process by a technically insolvent and loss-making public broadcaster. Rushwaya also failed to comply with her performance contract in line with her duties and the law. On top of all this, Rushwaya bungled her job and fiduciary responsibilities as ZBC lost millions through illegal and corrupt producement activities. A top ZBC executive told The NewsHawks: "Muswere was removed mainly because he had fired Helliate Rushwaya, nine days before the cabinet reshuffle two days ago. She was fired for many reasons, including unprocedural appointments of senior executives; failure to submit a strategy plan; unapproved remuneration, benefits and allowances; reckless spending and budget overruns; failure to comply with her performance contract and violations of procurement laws, among other things."

And they wouldn't allow digitilisation, AI, more and more data centres and server farms, satellites, mobile phones. All of those massively increase energy demands and have known damaging effects on the health of life forms.
