Bicycle wheel sizes are not logical - there are two sizes called 16”, almost 2” different. Equally there’s two sizes called 20”, 2” different. 18” is only 6mm bigger than the larger 16”, and both are smaller than 17”. 29” is the same size as 28”, and both are smaller than 27”.
