㌽, etc. (mostly units of measurement and currencies), are used in newspapers for compactness and higher legibility. ʬ is an entirely different thing: it is a phonetic symbol (defined in the extIPA, or Extensions to the International Phonetic Alphabet) for a bilabial percussive.
Is it just me or are there two different types of "[ɬ]" that basically differ on [±sibilant]? The latter perhaps the same as what ExtIPA already calls "[ʪ]".
Possibly could further correlate with whether they have a diachronic tendency to come from or develop into sibilants.

I suspect that *is* the class of sound that extIPA designates as "labioalveolar"; you can exaggerrate these further but don't have to (much like many "retroflexes" are apical rather than subapical).

Little bit and often and it DOES go in - I used to sit with each symbol on a card and rebuild the IPA chart like a jigsaw going front to back... I found doing it that way so I understood the relationships between each space made more sense.. bad news is... there's the extIPA too!

Well, no, because we can easily get there with a labialization or 'more rounding' diacritic. This feels more fundamental. But as several people pointed out yesterday, since 2015 there has, in fact, been an ExtIPA symbol: ɹ̈.
