A solution to fix the transfer portal in college football: Implement a similar process as the NFL does. The Big Ten Conference is CORRECT, the NCAA, for college football, should allow for legal tampering. In the NFL, there is a two-day negotiating period (also known as the "legal tampering" window). This is the short window right before the official start of free agency when teams are allowed to negotiate with the agents of impending unrestricted free agents. The NCAA should "delete" the current tampering rules and implement a similar method that the NFL uses. Since college football doesn't have a CBA, a university can't restrict a student from communicating with an agent or directly with another school for this to work correctly. The goal is to bring the rampant underground “tampering” in college football out into the open during a short, regulated window Here is how it could work: 1: Contact the player’s agent, advisor, or family representative and also call the school of player X to indicate that a school is interested in buying out the player from their current school. In order to buyout a player, if a revenue share contract exists, buyout terms need to be included that provides a reasonable scale for the dollar value of a player. For example, an all-american OT at Akron should have a higher buyout value than an OT at Akron with zero snaps. Scaling is important. Remove the hit that currently happens to the revenue share cap from the House settelment. If a revenue share contract doesn't exist, then it is a simple "purchase" for the player's NIL rights. Use a scale method forvalue. 2: Discuss transfer interest, playing-time opportunities, academics, and preliminary NIL and revenue share compensation packages 3: Exchange specific figures and once the transfer portal opens then each party can reach verbal agreements (just like NFL verbal deals during tampering week). 4: Log every contact in a new NCAA compliance portal for easy auditing. 5: You can do this for 3 days or up to a 7 day window before the offical start of the transfer portal. 6: Once the transfer portal opens, then players can enter the transfer portal knowing what their options are, if they have any. Players must pre-register interest (via a simple form) if they want to be contacted during the window and the schools can pre-register interest for a player as well. The school that the player currently is enrolled at needs to be given the opportunity to match any offer or exceed it to keep a player, if the player holds options from another school but may want to still stay at their currently school. While there will not be a pefect plan for the transfer portal for college football, the above can help make things better. The above is just to create thought and discussion for a new way to think about how to manage the transfer portal, not a formal proposal. I hope the above idea can be helpful.

The hacky (mainly just ugly really) parts are: 1) I didn't think about the fact that <For> could return nodes in a different order, and that would trigger the diff function, which would mess up with the near-optimality, so I patched <ForValue> in Voby to sort results for now.
