Hyderabad City Security Council and Hyderabad City Police Celebrate Certification of First Cohort of Margadarshaks; Launch Second Cohort
The Hyderabad City Security Council (HCSC), in collaboration with the Hyderabad City Police, successfully organized the Certification Ceremony for the 1st Cohort of the Margadarshak Programme and officially launched the 2nd Cohort at the Auditorium, TGICCC, Road No. 12, Banjara Hills, Hyderabad.
The Margadarshak Programme is a community-driven initiative aimed at building a network of trained volunteers and safety ambassadors who can support and strengthen citizen participation in creating a safer and more secure city. The programme focuses on equipping participants with essential knowledge and practical skills related to public safety, emergency response, women’s safety, cyber awareness, and community engagement.
The first cohort witnessed an encouraging response from the community. Over 80 participants successfully completed the prescribed training modules and successfully earned their Margadarshak certification.
The programme's first batch has demonstrated the effectiveness of structured community engagement and the willingness of citizens to contribute actively towards public safety initiatives. The certified Margadarshaks are expected to serve as responsible community volunteers and ambassadors for safety awareness across the city.
Building on the success of the inaugural batch, the 2nd Cohort of the Margadarshak Programme was formally launched during the ceremony. The new batch has already received an overwhelming response, with 280 participants enrolled, reaffirming the growing interest among citizens and institutions in supporting community policing and collaborative safety initiatives.
The certification ceremony brought together senior officials, community leaders, partner organizations, trainers, and participants to celebrate the achievements of the first cohort and reinforce the shared vision of building a resilient, aware, and participative community.

*In his keynote address, Shri V. C. Sajjanar, IPS, Commissioner of Police, Hyderabad, and Chairman of HCSC*, emphasized that public safety is a collective responsibility and highlighted that initiatives like the ‘Margadarshak’ programme are vital in fostering strong partnerships between law enforcement and the community. He noted that by empowering citizens to act as ‘Force Multipliers,’ the police are successfully bridging the gap between victims and support systems, such as the SHE Teams, Bharosa Centres, and Cyber Crime units. To further strengthen this framework, he announced the launch of the ‘Police Mentors Programme,’ where a designated Constable in every police station will act as a mentor, providing continuous guidance and support to the Margadarshaks. He added that this synergy—bolstered by the new ‘Spandana - All Women First Responder System’—will create a robust safety net across schools, colleges, gated communities, and offices. Shri Sajjanar further reaffirmed the department's commitment to integrating the expertise of retired officers, educationists, and experienced professionals into this network to ensure that Hyderabad remains a resilient, aware, and highly participative city.
Speaking on the occasion, Shri C. Shekar Reddy, Secretary General, HCSC highlighted that public safety is a shared responsibility and that initiatives such as the Margadarshak Programme play a vital role in fostering stronger partnerships between law enforcement agencies and the community. By empowering citizens with the right knowledge and skills, Hyderabad continues to set an example in collaborative and proactive approaches to urban safety and security.
