Core-Periphery Theory applied to West Bengal’s Knowledge Infrastructure Core-periphery theory (developed by economists and geographers like John Friedmann, Gunnar Myrdal, and later in world-systems theory by Immanuel Wallerstein) describes how a dominant core region concentrates economic, political, administrative, and knowledge resources, extracting value from the periphery while reinforcing structural dependency. The core grows through cumulative causation (Myrdal): better infrastructure attracts talent, investment, and institutions, creating a self-reinforcing cycle. The periphery supplies raw resources, labor, and students but suffers brain drain, underinvestment, and economic leakage. The map perfectly illustrates this dynamic in West Bengal. • Extreme concentration in the Kolkata-South Bengal core: The map clearly shows nearly all premier institutions clustered around Kolkata — Jadavpur University, University of Calcutta, ISI, Bose Institute, IIM Calcutta, IISER Kolkata, IIEST Shibpur, AIIMS Kalyani, IIIT Kalyani, etc. Multiple red dots overlap in a small geographic radius. • Sparse periphery: North Bengal and other non-Kolkata areas have very few markers — mainly Visva-Bharati, NIT Durgapur, IIT Kharagpur (still relatively closer to the core), and Kalyani. Large swathes of North Bengal (Siliguri, Malda, Cooch Behar, Alipurduar, Darjeeling hills, etc.) are essentially blank on this “geography of knowledge.” This is not accidental geography. It is a classic core-periphery pattern. The result is persistent underdevelopment in the periphery while the core thrives on extracted resources. • Ethnic Expression arising from exploitation The chronic core-periphery exploitation by Kolkata eventually sowed the seed of ethnic consciousness and assertion in North Bengal. Marginalised communities — particularly Gorkhas, Rajbanshis, Adivasis, and other hill and indigenous groups — perceive the systematic neglect of their region, brain drain, and cultural domination by the southern Bengali core as an existential threat to their identity and survival. This has manifested in powerful ethnic movements demanding separate statehood, most prominently the long-standing Gorkhaland agitation, alongside Rajbanshi and Kamtapuri assertions for recognition and autonomy. These movements represent not mere administrative grievances but a deeper ethno-regional response to internal colonialism, where economic and educational deprivation fuels demands for self-determination to protect linguistic, cultural, and territorial rights. This is why, the demand for separation of North Bengal and creation of a new state is so strong... Every development in the past 80-years was concentrated in and around Kolkata... There is not a single institute of National repute in North Bengal... it's not by accident, its by design. North was always predominately inhibited by the Gorkhas, Rajbangshis, Adivasis, Rabha, Toto, Koche, Meche, Lepcha, Bhutia and other such tribes... even the Bengalis of North Bengal were and are treated as lesser... We were always seen as "ora - the other"... that's why discrimination came naturally to those ruling from Kolkata. 🏛️ బొగ్గు గని నుంచి అడవిగా మార్చి...సింగరేణికి రూ.40 కోట్ల లాభం 🔸 మంచిర్యాల జిల్లా బెల్లంపల్లిలోని డోర్లి ఓపెన్‌కాస్ట్-2 బొగ్గు గని ఒకప్పుడు భారీ యంత్రాలతో కళకళలాడగా, ప్రస్తుతం 162.5 హెక్టార్ల విస్తీర్ణంలో పచ్చని అడవిగా మారింది. ఈ పునరుద్ధరణ పనులకు కేంద్ర ప్రభుత్వం ప్రశంసలు దక్కాయి. 🔸 గని ప్రారంభానికి ముందే మైన్ క్లోజర్ ప్లాన్ సిద్ధం చేసిన సింగరేణి, భూమి పునరుద్ధరణకు హామీగా రూ.26.79 కోట్లు ఎస్క్రో ఖాతాలో జమ చేసింది. పర్యావరణ పరిరక్షణ, గని మూసివేత నిబంధనలు పూర్తి చేసిన తర్వాతే ఈ నిధులు తిరిగి అందేలా నిబంధనలు ఉన్నాయి. 🔸 తవ్వకాల సమయంలో 19.76 లక్షల క్యూబిక్ మీటర్ల సారవంతమైన మట్టిని ప్రత్యేకంగా భద్రపరిచారు. గని పనులు ముగిసిన తర్వాత అదే మట్టిని డంప్‌లపై పరచి భారీ స్థాయిలో మొక్కలు నాటారు. 🔸 గనిలో కాలుష్య నియంత్రణ కోసం వెట్ డ్రిల్లింగ్, డస్ట్ కలెక్టర్లు, వాటర్ స్ప్రింక్లర్లు, మిస్ట్ స్ప్రే వ్యవస్థలు ఏర్పాటు చేశారు. నీటి కాలుష్యం నివారించేందుకు 10 కిలోమీటర్ల గార్లాండ్ డ్రెయిన్లు, చెక్‌డ్యామ్‌లు, సెటిలింగ్ ట్యాంకులు నిర్మించారు. 🔸 2023-24లో గని కార్యకలాపాలు ముగిసిన తర్వాత పునరుద్ధరణ పనులు వేగవంతం చేశారు. ప్రస్తుతం అక్కడ గతంలో ఉన్న అటవీ విస్తీర్ణానికి సమానంగా దట్టమైన వృక్ష సంపద పెరిగిందని సింగరేణి వెల్లడించింది. 🔸 2024 జూలైలో ఇండియన్ ఇన్‌స్టిట్యూట్ ఆఫ్ ఇంజినీరింగ్ సైన్స్ అండ్ టెక్నాలజీ (IIEST), షిబ్‌పూర్ నిపుణులు స్వతంత్రంగా పరిశీలించి పునరుద్ధరణ పనులు నిబంధనల ప్రకారమే జరిగాయని ధ్రువీకరించారు. 🔸 ఈ నివేదిక ఆధారంగా కోల్ కంట్రోలర్ ఆర్గనైజేషన్ సింగరేణికి ఎస్క్రో డిపాజిట్‌తో పాటు వడ్డీ విడుదలకు అనుమతి ఇచ్చింది. ఇప్పటికే రూ.36.63 కోట్లు విడుదలకు ఆమోదం లభించగా, మిగిలిన మొత్తం తుది పరిశీలనల తర్వాత అందనుంది. 🔸 డోర్లి-1 ప్రాజెక్టుకు సంబంధించిన తనిఖీలు కూడా చివరి దశలో ఉన్నాయని, అవి పూర్తైతే మరో రూ.60 కోట్లకు పైగా సింగరేణికి తిరిగి వచ్చే అవకాశం ఉందని అధికారులు వెల్లడించారు. #Singareni #Bellampalli #CoalMine #Telangana #Muchatlu

The Singareni Collieries Company Limited (SCCL) has once again demonstrated its commitment not only to efficient coal mining operations but also to environmental stewardship after mine closure. In recognition of the successful closure of the Dorli-2 Opencast Mine in Bellampalli Area in accordance with the guidelines prescribed by the Ministry of Coal, Government of India, the Coal Controller Organisation (CCO) has refunded approximately Rs. 40 crore, including interest, that had been deposited at the commencement of the project. This can be regarded as a recognition of the environmentally sustainable initiatives being implemented by SCCL under the guidance and directions of the State Government. SCCL meticulously implemented all components of the Mine Closure Plan, including environmental protection measures, land reclamation, rehabilitation activities, and other statutory requirements from the beginning of mining operations until mine closure. Consequently, the Coal Controller Organisation, under the Ministry of Coal, has released the deposited amount along with accrued interest. The refund is being viewed as a recognition of SCCL's commitment to environmental sustainability, transparency, and faithful implementation of all commitments made under the approved Mine Closure Plan. It also highlights SCCL's continued emphasis on sustainable mining practices that balance resource extraction with environmental conservation. What is an Escrow Deposit? When is it Refunded? Whenever a new coal mine is proposed, the Coal Controller Organisation, an agency under the Ministry of Coal, prescribes various environmental protection measures and mine closure obligations that must be implemented throughout the life of the mine and upon its closure. To ensure compliance, the mining company is required to estimate the expenditure involved in implementing these measures and deposit the corresponding amount as an escrow fund. An agreement is executed among the Coal Controller Organisation, the mining company, and the concerned bank, under which the amount is deposited. Upon completion of the mine's life, if the company successfully implements all environmental and mine closure commitments as per the approved plan, the escrow deposit is refunded along with interest. Dorli-2 Mine Closure and Refund of Deposit SCCL obtained approvals for the Dorli-2 Opencast Mine in Bellampalli Area during 2013-14. As required under the regulations, the company deposited an estimated amount of Rs. 26.79 crore with the State Bank of India in the name of the Coal Controller Organisation towards implementation of environmental and mine closure activities. After producing coal for seven years, the mine was closed during 2023-24. Throughout the project period, SCCL implemented the committed environmental and rehabilitation measures in a phased manner. To verify whether all commitments had been fulfilled, a third-party audit was conducted in July 2024 by the Indian Institute of Engineering Science and Technology (IIEST), Shibpur, West Bengal. The audit confirmed that all mine closure obligations had been satisfactorily completed and that SCCL had fully complied with the prescribed norms. Based on the audit findings, Deputy Assistant Coal Controller Shri Akash Shiva Hare, in a recent communication, informed SCCL that the deposited amount along with accrued interest would be refunded. Out of the total refundable amount of approximately Rs. 40 crore, 90% amounting to Rs. 36.63 crore is being released immediately. The remaining 10% will be released after examination of provisions related to Just Transition measures. Thus, nearly Rs. 40 crore is expected to be credited back to SCCL. The Singareni management has expressed satisfaction over this development. Key Environmental and Mine Closure Measures Implemented by SCCL 1. Afforestation and Ecological Restoration SCCL developed dense forest cover over an area of 162.517 hectares in the mined-out region, effectively restoring green cover comparable to the dense forest that existed before mining operations. 2. Topsoil Conservation and Reuse Before excavation commenced, approximately 19.76 lakh cubic metres of fertile topsoil were carefully removed and stored separately. This topsoil was later spread over overburden dumps and used for plantation activities, resulting in the development of dense vegetation over the Dorli overburden dumps. 3. Air Pollution Control Measures To minimize air pollution during mining operations, SCCL: •Installed dust collectors on drilling machines. •Adopted wet drilling practices. •Deployed one 28-kilolitre water sprinkler and two 10-kilolitre water sprinklers for continuous dust suppression. •Installed mist sprayers at coal bunkers and CHP facilities. 4. Green Belt Development and Environmental Monitoring Extensive plantations were raised along both sides of haul roads, creating substantial green belts. Environmental audits were conducted by the Environmental Protection Training and Research Institute (EPTRI), Hyderabad, a government-recognized institution, which confirmed that air pollution remained within prescribed limits. 5. Water Pollution Prevention Measures To prevent contamination of water bodies, SCCL: •Constructed 10 kilometres of garland drains around the opencast mine. •Built two check dams to prevent discharge of muddy water into natural streams. •Established five settling tanks. •Treated mine discharge water before releasing it into nearby canals. These measures were also audited and certified by EPTRI. Safety and Post-Closure Management Following mine closure, SCCL implemented comprehensive safety measures at the site. Security personnel and supervisors were deployed, fencing was erected around the mine area, and structures created during mining operations were dismantled safely and systematically. After inspecting these measures and verifying the expenditure incurred, the audit team expressed satisfaction and recommended refund of the escrow deposit to SCCL. Speaking on the occasion, Director (Projects & Planning) Shri K. Venkateswarlu stated that the refund of the escrow deposit is a testimony to SCCL's sincere and responsible approach towards mine closure activities. He recalled that in the past, a similar refund of approximately Rs. 4 crore had been received for a closed underground mine(RK-8, Srirampur Area) after successful completion of mine closure obligations. He further stated that, in accordance with the directives of the State Government, SCCL is implementing similarly robust environmental protection and sustainability measures in several other mines that are currently in the closure stage. He further stated that closure-related works at several other mines have also been completed, and SCCL expects to receive escrow deposit refunds pertaining to those mines in the near future. He stated that the inspections relating to the Dorli-1 Mine are also in the final stages, and accordingly, there is a possibility of SCCL receiving a refund of escrow deposits exceeding Rs. 60 crore in respect of that mine as well
