Crypto's biggest bill has 2 months to pass or die.
The CLARITY Act just cleared the Senate Banking Committee on June 10 — bipartisan, 15-9. It's the most comprehensive crypto regulation bill the U.S. has ever seen. And it has exactly 2 months to make it through the Senate floor before Congress breaks for summer recess in August.
If it dies, institutional capital stays on the sidelines. If it passes, the floodgates open.
The White House hosted a 90-minute meeting on June 10 with roughly 20 attendees: law enforcement groups versus crypto developers. The fight is over BRCA developer protections — decentralized protocols want safe harbor from anti-money-laundering enforcement. Law enforcement wants crypto held to the same AML standards as banks.
This isn't a fringe issue. The bill splits SEC and CFTC jurisdiction over digital assets, sets rules for stablecoin issuance, bans CBDCs, and creates a regulatory framework that banks have been begging for since 2021. Without clarity, institutional money can't enter. With it, trillions unlock.
The House already passed a version in 2025. Now the Senate has to pass its version, reconcile the two, and send it to the President. That's a lot of process in 60 days. And one senator can block it with a filibuster.
The trade isn't direct. But the second-order effects are massive. If CLARITY passes, expect institutional bids in BTC, ETH, and compliant stablecoins (USDC, PYUSD). If it stalls, expect regulatory uncertainty to keep dragging prices down through year-end.
Watch the Senate calendar in July. If leadership schedules a floor vote, it's real. If they punt to September, it's dead until 2027.
This is the institutional unlock or institutional lockout. Two months to decide.
