To run a legal daycare in California (Long Beach, for example), you must be licensed by the California Department of Social Services (.gov) (CDSS). This requires completing an orientation, passing comprehensive background and health checks, submitting a detailed business plan, and meeting strict facility and staff-to-child ratio standards. The exhaustive list of rules, regulations, and requirements is divided into two primary license types: Family Child Care Homes (FCCH) (in your residence) and Child Care Centers (CCC) (commercial spaces).1. Mandatory Prerequisites & EducationRequirements depend on whether you operate in your home or a commercial facility:General Requirements: You must be at least 18 years old and clear a criminal background check via fingerprinting (LiveScan) and a Child Abuse Index check.Pediatric Health & Safety Training: You must complete 16 hours of training in preventive health, pediatric CPR, and pediatric First Aid through an approved EMSA provider.Family Child Care Experience (Large FCCH only): If you are applying for a Large FCCH license (up to 12 or 14 children), you must show proof of at least 1 year of experience as a small family daycare licensee, or as a teacher/director in a licensed child care center.Center Staffing & Education: Directors and teachers in Child Care Centers must possess specific Early Childhood Education (ECE) units (semester credits) in addition to practical teaching experience.2. Legal Regulations & GuidelinesDaycares are strictly regulated by the California Child Care Licensing Division (CCLD). The exact laws governing them are found in the California Health and Safety Code and Title 22 of the California Code of Regulations:Title 5 and Title 22 Comparison Chart (PDF): A detailed breakdown of regulations for centers and homes.Laws and Regulations - Child Care Licensing (.gov): The comprehensive official library of state child day care acts.Staff-to-Child Ratios (Title 22):Infants (0-2 years): 1 adult to 4 children (Maximum of 4 infants in Small FCCHs).Preschool/Toddlers (2-6 years): 1 adult to 12 children.School Age (6-14 years): 1 adult to 15 children.3. Physical Facility & Safety RulesYour space must undergo and pass an inspection to ensure it is safe, sanitary, and hazard-free:Child Care Centers: Must have at least 35 square feet of usable indoor space and 75 square feet of outdoor space per child.Family Child Care Homes: No specific square footage requirements exist, but you must pass a Fire Marshal clearance, install smoke detectors/fire extinguishers, and barricade or lock hazardous items.4. Local Rules & Business RequirementsA state license does not exempt you from local municipal regulations:Business License: You must obtain a local business license from the City of Long Beach.Zoning & Ordinances: Your property must conform to local zoning codes for commercial or residential daycare operations, and you may be required to get a conditional use permit.

Nice. Please consider having your 2A section staff summarily sue every California Sheriff who applies discretionary/subjective/obstructionist steps to their CCW issuance policies. E.g. Fees, 3-6 month wait for DOJ Livescan, references, psych eval, delays for interviews, etc.

Even though I did 2 live scans on myself to see it & if it was. Which it wasn't & if it was serious it should have been. That means people that really need a restraining order it doesn't show up on the restrains livescan? It's supposed to be gone now once it expired. Wow, lol.

Shit you gotta sign, NDAs, Livescan, W2 (I have a lot of jobs). Anything too long to read on a screen (for me, scripts). Notes I want to use in a class or jpb but I don't want to be looking at a phone.

And then you have to renew in 2 years which is another 8-hour training and renewal fees. I feel like I just got mine and I already have to renew this year. It's ridiculous. I didn't pay quite that much for everything though and there was no psych evail. Took me about the same amount of time though. I'm in Kern County. Doesn't help I live over an hour from the sheriff's department, and I had to go 3 times (interview, livescan, pickup permit).

Long drives? Getting a CCW permit in California requires: 1. At least $400 in expense, but as much as $2000 depending on the county. 2. Many months of wait times if you live in a coastal city, sonetimes as much as a year. 3. 16 hour training course. (Hard to get time off work? Too bad!) 4. Livescan fingerprinting. 5. Police interview 6. Sometimes a psych exam, if the locality chooses to require it.
The GOP wants to suppress the vote. Lying, cheating, and rigging the system are the only way they win. We can’t let them.

Yes. State issued professional licensure in my state hinges on passing an FBI livescan. Curiously, my state also makes all those licenses available to people in the country illegally. Really, really not sure how that works.

A big part of our nonresident carry preliminary injunction in CRPA v. LASD was that nonresidents could complete the process entirely from home. They could do their interview remotely, take the training course online, qualify with a shooting instructor near them, and mail in their fingerprints. AB 1078 appeared to honor that. But now CADOJ is taking a different interpretation on one aspect of it - the fingerprints. According to a bulletin they posted, nonresidents will need to come to California to do a livescan rather than mailing in permits. This is not what the law actually states in my reading. Penal Code 26185 just says "(a)(1) Upon issuance of the notice described in paragraph (1) of subdivision (d) of Section 26202, the licensing authority shall submit to the Department of Justice fingerprint images and related information required by the Department of Justice for each applicant applying for a new license to carry a pistol, revolver, or other firearm capable of being concealed upon the person, pursuant to subdivision (u) of Section 11105." It does not say it must be through livescan. Yes, the California Code of Regulations requires a livescan for any fingerprinting, but that was not passed by the legislature. Requiring nonresidents make an extra trip to California for fingerprinting is abusive nonsense, and I hope DOJ backs down from this position.
