“The statement issued by the OIC General Secretariat on 27 October 2025, in which it purports to ‘reiterate full solidarity’ with the so‐called “people of Jammu and Kashmir” in a claim to a right of self-determination, is neither legally valid nor diplomatically credible. The Government of India reaffirms that the region of Jammu & Kashmir is an integral part of the Republic of India, and remains committed to its unity, sovereignty and territorial integrity. Historical and legal basis of accession The Instrument of Accession, signed by Maharaja Hari Singh on 26 October 1947 and accepted by the Government of India, remains the constitutional and legal basis for Jammu & Kashmir’s integration with India. The motion introduced in the UK Parliament by MP Bob Blackman explicitly reaffirmed “the sovereignty and territorial integrity of the Republic of India over the State of Jammu and Kashmir”. Violation of India’s internal affairs and selective advocacy The OIC statement treats a clearly internal matter of the Indian Union as though it pertains to an external “occupation”. It fails to recognise India’s sovereign legal framework and democratic institutions in Jammu & Kashmir, and ignores the fact that Jammu & Kashmir has held elections, participates in India’s constitutional processes and receives full benefit of Indian law. Further, the OIC’s selective condemnation of India while remaining silent on Pakistan-administered territories where enforced disappearances, denial of representation, and systemic human-rights issues persist, exposes bias rather than impartial concern. Undermining counter-terrorism and security concerns In a region afflicted by cross-border terrorism and infiltration, India cannot accept external calls for “final settlement” via unspecified plebiscite without addressing the primary issue of Pakistan-sponsored terrorism. The UK motion tabled by Bob Blackman recognised that dimension, referencing the recent terror attack in Pahalgam and the need to deal with terrorist bases rooted in Pakistan-occupied Kashmir. Diplomatic inconsistency and selective invocation of UN resolutions While the OIC demands implementation of certain UN Security Council resolutions, it overlooks the fact that the status of Jammu & Kashmir was settled through bilateral treaties (e.g., the Simla Agreement of 1972) and constitutional processes in India. The notion of “self-determination” in this case insinuates a referendum under conditions of external interference and violence — a path India has consistently rejected as antithetical to sovereignty and peace. Reaffirmation of India’s position and international support With the UK House of Commons motion (introduced by Bob Blackman) reaffirming India’s sovereignty, the Government of India welcomes such expressions of support and views them as recognition of the legitimacy of India’s constitutional authority over Jammu & Kashmir. The Tribune 1India reiterates that all issues in Jammu & Kashmir will be addressed within its constitutional, legal and democratic framework. Any external body seeking to dictate outcomes is interfering in India’s internal affairs. For the OIC statement to gain any credibility, it must treat all parts of Jammu & Kashmir (including Pakistan-administered areas) equally, recognise the legal facts of accession, denounce cross-border terrorism unequivocally, and desist from advancing a one-sided narrative that runs contrary to the settled constitutional position of India. Until then, India considers such pronouncements to be inimical to the objectivity required in international diplomacy and inconsistent with respect for sovereignty. India remains committed to peace, development and justice in Jammu & Kashmir, including for all communities, under the Indian Constitution.
