From what I understand:
SIGACT is in "OpenSurround" program. Procs will be freely available to world via ACM DL for /-2 weeks around STOC. Some time after, an OpenTOC will be generated; with ACM Authorizer links, this will provide free access to STOC'24 papers in perpetuity.

I think OpenTOC is a very good idea for open access. It’s great that ACM is offering it to SIGIR. I wish Springer had this offer for ECIR. Nothing is impossible though. Discussions are on the way.

ACM also offers the OpenTOC service, which was used by SIGIR this year.
Maybe @HaimingLiu1 likes to add something?

you're right. it might be an issue with the OpenToC links that have not yet been generated by ACM (ACM hasn't told me yet that the issue was available on the DL, I noticed on my own :/). I'll check with them

Making the papers readable for free is good. But it's not Open Access. There are (presumably?) still the same restrictions as through OpenTOC and Author-Izer, eg on text-mining, and distribution.

I agree OpenTOC is not a solution. No one knows about it. It is another example of why we need (correctly implemented!) SIG-funded open access to papers.
