UN peacekeepers cause the Haiti cholera outbreak, killing around 10000 (2010) In October 2010, Haiti experienced its first recorded cholera outbreak in more than a century. The epidemic began months after the devastating earthquake that had struck the country in January, killing an estimated 220,000 people and severely damaging water and sanitation infrastructure. Scientific investigations later traced the source of the outbreak to a United Nations peacekeeping base housing troops from Nepal, where cholera was endemic at the time. Contaminated waste entered a tributary of the Artibonite River, Haiti's most important waterway, allowing the disease to spread rapidly through communities that lacked access to clean water and adequate sanitation. For years, the source of the outbreak was disputed. However, mounting scientific evidence led the United Nations to acknowledge its role in the epidemic. In 2016, then-UN Secretary-General Ban Ki-moon expressed regret for the organization's involvement and announced a new response strategy. The cholera epidemic infected more than 800,000 people and caused nearly 10,000 deaths, making it one of the deadliest public health disasters in Haiti's modern history. The argument is the Risk Group 4 agents like Ebola and Marburg are legacy frozen stocks in secure archival storage, and not used for active high-manipulation research. The Menchikov Anti-Plague Research Institute’s BSL-3 lab setup is intended to handle their secure storage. Ukraine has zero operational BSL-4 labs. I have the same concern as many: there’s no real independent verification mechanism. Especially now. Add to that Ukraine’s opaqueness. I also have issue with Ukraine’s 2018 internal review of the Menchikov facility that included physical security problems with the centralized electronic access control system. It was non-functional. My primary concern is physical security during wartime conditions such as power shutdowns that make pathogen inventories thaw, resulting in high risk of contamination and outbreak. The exotic agents like Ebola, Marburg, and Lassa, in the ODNI slide are presumably controlled and frozen in the BSL-3 facility at Mechnikov. There they cannot replicate or spread easily while frozen. We are told they have not/are not being actively manipulated at high risk. I don’t exactly “got a peaceful easy feeling” on that one.
