This packaging of issues is very different than what you see San Francisco, where the prohousing representatives are generally protransit & pro public-order (e.g., @Scott_Wiener, @LondonBreed, @mattdorsey. @JoelEngardio).

It wasn't just the T. A number of supposedly "protransit" politicians and environmental groups actively decided to back this. The T also cooked the books on the costs.
Remember: when the T said "it would have cost too much to keep the trolleybuses" they *made the numbers up.*
They said it would cost $30 million to replace the overhead system (which needed it after years of deferred maintenance).
