The Supreme Court struck down the IEEPA tariffs in February. I keep hearing developers treat that as the end of the tariff story. It is not. A replacement tariff under different authority followed within hours. And Section 232 tariffs on steel, aluminum, and copper survived the ruling entirely. They were restructured in April and adjusted again this week. The biggest change: duties now apply to the full customs value of covered products, not just the metal content. A curtain wall package gets taxed on its entire entered value, not the aluminum inside it. If your project has a structural frame, curtain wall, MEP systems, or copper wiring, which is to say every project, the cost pressure did not go away. It changed shape. This matters more in the Caribbean than almost anywhere else. Most island projects import the majority of their structural and finish materials through US ports. A sponsor pricing a deal off headlines from February is carrying a budget built on a tariff regime that no longer exists. Here is where build experience changes the outcome. An owner who has procured steel for island projects knows the exposure lives in specific line items, not in a blended escalation factor. They know which packages to buy out early, which suppliers can substitute non-tariffed sourcing, and where the contract language needs to allocate tariff risk before the GMP is signed rather than fought over in change orders after. An owner who has never built treats tariffs as a contingency line. An owner who has built treats them as a procurement strategy. The headlines said relief. The line items say otherwise.
