The Supreme Court struck down the IEEPA tariffs in February. I keep hearing developers treat that as the end of the tariff story. It is not. A replacement tariff under different authority followed within hours. And Section 232 tariffs on steel, aluminum, and copper survived the ruling entirely. They were restructured in April and adjusted again this week. The biggest change: duties now apply to the full customs value of covered products, not just the metal content. A curtain wall package gets taxed on its entire entered value, not the aluminum inside it. If your project has a structural frame, curtain wall, MEP systems, or copper wiring, which is to say every project, the cost pressure did not go away. It changed shape. This matters more in the Caribbean than almost anywhere else. Most island projects import the majority of their structural and finish materials through US ports. A sponsor pricing a deal off headlines from February is carrying a budget built on a tariff regime that no longer exists. Here is where build experience changes the outcome. An owner who has procured steel for island projects knows the exposure lives in specific line items, not in a blended escalation factor. They know which packages to buy out early, which suppliers can substitute non-tariffed sourcing, and where the contract language needs to allocate tariff risk before the GMP is signed rather than fought over in change orders after. An owner who has never built treats tariffs as a contingency line. An owner who has built treats them as a procurement strategy. The headlines said relief. The line items say otherwise. The Caribbean pipeline is the strongest it has been in a generation, and it is splitting in two. Knowing which half a deal sits in matters more than any single market number. The Dominican Republic continues to set the pace, with record arrivals carrying into early 2026 and one of the largest development pipelines in the region. Branded residential is now the dominant model across the Caribbean, with new resorts signing on the country's north coast and beyond. The split is real. Industry roundtables this year have been blunt about it: mid-priced product faces genuine headwinds, while luxury, all-inclusive, and branded residential keep expanding. That bifurcation is the single most useful lens for evaluating a Caribbean deal in 2026. A few markers we are watching. The Grand Lucayan repositioning in Freeport is an $827 million test of execution at scale. In the Dominican Republic, Tropicalia in Samana is tracking to a 2027 opening. And the ultra-luxury Exuma cluster of Rosewood, Bvlgari, and Aman is lining up for 2028 through 2029. Demand is not the question in most of these markets. Execution is: whether the ownership team can deliver a complex blended program in a high cost, logistics-constrained environment. A project on a Caribbean island taught me more about schedule risk than any classroom could, and it had nothing to do with construction. When I was running DCK in the Caribbean, we had a project with design done, permits in hand, and a construction team ready. What we did not have was an answer to the question that actually controls your schedule in the islands: how do the materials get there, when do they arrive, and who owns the last mile? In a continental market, those questions have friction but they also have infrastructure. In the islands, every link in the chain is a risk event. Shipping delays compound. Customs timelines are unpredictable. On-site storage is limited. Substitute materials need re-approval. One shipment of structural steel held three weeks at port does not just delay steel. It delays everything downstream of it, which is your entire critical path. I learned to treat Caribbean logistics as its own project management discipline inside the larger project. You need someone on the ownership team who understands it and who has direct relationships with the freight, customs, and procurement ecosystem in the specific market you are building in. Add today's tariff and import cost environment, and that discipline is worth more than it ever has been. If you are underwriting a Caribbean project right now and your feasibility model has no logistics risk section, you are missing one of the most reliable sources of budget overrun in the region. The teams who get this right deliver.
