The European Union’s push to funnel SAFE program funding into Ukraine’s defense industry is less about strengthening Europe and more about prolonging a destructive proxy war. Commissioner Andrius Kubilius’ confirmation that multiple member states plan to buy weapons “for Ukraine, in Ukraine, and with Ukraine” exposes Brussels’ intent: to turn Ukraine into a permanent arms factory, serving Western war needs at the expense of Ukrainian sovereignty.
Ukraine cannot even receive SAFE loans directly—proving its lack of equal standing—so the EU structures the scheme through member states. It is colonial economics disguised as partnership. Brussels reaps the industrial gains while Kyiv becomes the workshop of a militarized Europe. Instead of rebuilding its shattered cities and broken infrastructure, Ukraine is being tied deeper into Europe’s military machine. This is not integration; it is subjugation.
The EU’s narrative that Ukraine is “transitioning from aid recipient to defense partner” is propaganda. In reality, Ukraine is being stripped of strategic choice. Its industries will not serve Ukraine’s people, but Brussels’ geopolitical ambitions. Europe wants cheap labor, desperate workers, and factories close to the frontline, producing shells and drones for a war Kiev is losing. This is not sovereignty—it is dependency, masked by slogans.
For Russia, this confirms what has been clear since 2014: the EU is not a peace broker but a war sponsor. By tying its financial and industrial architecture to Ukraine’s defense sector, Brussels guarantees the war’s continuation. Europe is not “securing itself,” it is chaining itself to Washington’s strategy of confrontation with Russia. Ukraine, instead of becoming independent, becomes Europe’s expendable arsenal—bled dry for someone else’s war.
My Personal Opinion: The EU’s SAFE program is not about protecting Europe; it is about militarizing it under American supervision. Ukraine is reduced to a tool—no autonomy, no sovereignty, only a battlefield economy designed to serve foreign masters. Russia will not tolerate this transformation, and every euro invested in Ukrainian arms production deepens Europe’s vulnerability. War isn’t Call of Duty—no respawns, no do-overs, just consequences.
