ALT Comprehensive Plan Update: OPCD to Release Draft Zoning Maps October 16 The Office of Planning and Community Development (OPCD) is coordinating work on the Comprehensive Plan (One Seattle Plan). The plan is a 20-year vision for growth and the future of Seattle, required by the state Growth Management Act. Major updates happen around every 10 years. OPCD held a public comment period earlier this year on a Draft plan, and published a Draft Environmental Impact statement on the Draft plan.. The next step is the release of draft zoning maps, scheduled for October 16. This will provide finer-grained detail than the documents shared earlier this year on the project Documents page. A public comment period will follow. OPCD will be sharing additional specifics on dates and locations of open houses in coming weeks, and I will share those. ALT October 16, 2024: Release draft zoning maps and Neighborhood Residential zoning legislation October 16 - November 20, 2024: Public engagement and comment period December 2024: Release Final Environmental Impact Statement and transmit Mayor’s One Seattle Comprehensive Plan for Council consideration and adoption in 2025. The City Council will consider the Mayor's proposal in a Select Committee on the Comprehensive Plan, which will consist of all nine members.

ALT Equity, Environmental Justice, & Displacement Commenters were concerned about past and potential displacement of vulnerable communities and the ability to achieve a more equitable and just community with affordable housing, amenities, climate resilience, etc. As noted in prior comments about alternatives, commenters were concerned about placing more density on corridors from a health and safety perspective. Some commenters desired that the City:  Include a discussion of commercial displacement (in the EIS rather than in a separate document).  Model potential outcomes for location of low-income households, and BIPOC1 communities, immigrants and refugees, queer people, and disabled persons.  Create a goal to have “up to 1/3 of land in high displacement risk areas be owned and stewarded by non-profit or public entities” (submitted by Puget Sound Sage)  Consider giving land to local tribes 1 Black, indigenous, and persons of color.
