I have formally submitted a citizen policy proposal on the proposed State Police constitutional reform in Nigeria to relevant federal institutions, security-policy bodies, human-rights organisations, civil society groups and media platforms.
The proposal supports the establishment of State Police but emphasises that the framework must be practical, fair, accountable and protected from political abuse.
My submission focuses on key safeguards, including:
• Clear separation of powers between Federal Police and State Police
• Prevention of undue control by State Governors over State Police operations
• Prevention of overbearing influence by the Inspector-General of Police, Federal Police Service Commission, President or National Assembly over State Police
• Independent State Police Service Commissions
• Clear rules for federal intervention in a State
• Strong accountability, offences and sanctions against misuse of police powers
• Protection against the use of police for political, ethnic, religious, electoral or personal interests
• Human-rights protection, transparency and public accountability
State Police can improve local security response, community intelligence and protection of lives and property, but it must not become a tool for oppression, intimidation or political control.
Nigeria needs a State Police framework that strengthens security while protecting democracy, human rights, the rule of law and national unity.
This is my constructive civic contribution to the ongoing conversation on State Police reform.
