The US government, citing national security authorities, has issued an export control directive to suspend all access to Fable 5 and Mythos 5 by any foreign national, whether inside or outside the United States, including foreign national Anthropic employees. The net effect of this order is that we must abruptly disable Fable 5 and Mythos 5 for all our customers to ensure compliance. Access to all other Claude models is not affected. The question of bleeding edge innovation at the frontier of #AI vs. good enough & diffusion is a critical variable in the #AI race & #TechColdWar with #China.
My colleagues and I just published a new report on U.S.-China AI competition, taking a holistic view of AI leadership. We argue that the competition is about more than who has the best models and chips. It's a contest of energy, data, talent, capital, industrial capacity, diffusion, and national resilience. The U.S. remains ahead in frontier model development and advanced compute deployment, but China's deep bench of AI engineers, low-cost models, control over critical nodes in the hardware supply chain, vast energy infrastructure, and aggressive push to diffuse AI make it a formidable competitor.

Most worryingly, these campaigns now appear to reflect organic American community sentiment. Beijing’s influence campaigns manifest in both the digital and physical realms. In the run-up to the 2024 presidential election, social media analytics firm Graphika revealed Chinese influence operations that masqueraded as US voters on X and TikTok. These users claimed to be US citizens or US-focused advocates for peace, human rights, and information integrity, frustrated by American politics. By flooding social networks with 'spamouflage'—political messaging created by fake American users—China is trying to disguise coordinated influence operations as authentic online discourse."

The men and women who defend our nation deserve the best, most secure, and most reliable AI in the world, and our citizens deserve to know it is handled responsibly with the care and seriousness they expect. The NSPM accelerates AI adoption from multiple vendors to prevent single points of failure, updates @DeptofWar’s guidance on autonomy in weapons systems to keep pace with the frontier, and ensures no entity can disable or degrade an AI system our warfighters depend on without prior approval. Under @POTUS’s leadership, we are putting our AI dominance to work to defend the American people.
