It's not propaganda, these are facts.
1) Lack of soil amendment aka vibrocompaction.
It is a must to build any structure on sand. Both Telangana engineers and contractor requested this but KCR ruled it out became "it is time consuming".
Now how are going to amend the soil. Jet grouting in an angle because there is a barrage sitting on soil. Where it is most needed i.e, under the pillar, where you cannot reach at an angle.
Based on my calculations the area of Medigadda barrage needs 7000 vibrocompaction insertion points (borewells), each point covers only 3 meters wide. That is "before" pouring millions of cubic feet of concrete. Very time consuming process.
2) In a piled-raft model, raft has to sit on pilings to give structural strength. But KCR poured raft foundation without pilings. Later built pilings next to the raft. Again to "do it parallel and save time".
That is the design and execution flaw which cannot be fixed.
So it is better to build three new. Cheaper, more reliable.
Why RR haven't started Tummidihatti? Good question. I am guessing funding issues. Could be political calculations.
