This is not an isolated incident. This is a system. Kingdom Services Group. A private company paid per fine issued. The more fines they hand out the more they earn. Hired by Harrow Council to patrol your streets in council uniforms with the power to fine you. Whenchallenged their officers cover their own body cameras, threaten violence and say: "Call a policeman and he will f**k you up. We work with them." That is not an enforcement officer doing his job. That is someone who believes they are untouchable. Someone who believes the institution is behind them. Harrow Council knew about this in MAY. Kingdom knew about it in MAY. Their own statement confirms it. Neither said a word publicly for a month. Harrow was already tendering to REPLACE Kingdom in January 2026. They knew the company had a pattern of threatening and bullying behaviour. Elected politicians across the UK had called them out. Multiple councils had terminated their contracts. One council saw a 69% surge in complaints in a single year. Harrow kept the contract anyway. Knew about the incident. Kept quiet. Hoped it would disappear. It did not disappear. Because someone filmed it. A private company with a documented history of misconduct. A council that knew and said nothing. Officers invoking police protection as a threat against the public they are supposed to serve. That is not a staffing problem. That is institutional corruption.
