You are asking how we can know that nobody else is there. And I am saying that if nobody make official proposal, or at least contact some dReps about their intention to apply for maintenance or development, we can’t know.

These are fair statements. Yet our constitution was just updated without easily trackable changes, voted in by dreps who likely didn’t read it. Bringing direction to governance could be good, but if people are kicked from the new discord for their opinions there may be a revolt. Interestingly we have no cap on drep delegation so contesting ‘the’ party may not be impossible. Getting people to care enough to shift their delegation may be easy if their voice is not welcome. This is what Cardano needs, real user acquisition with a validated demand driver. This has been framed as whales fault. Which isn't the case, nobody wants to mention that the governance process was long winded, required two proposals with significant delays between both which has since been streamlined into one. Who's fault was that? What about all the other DReps that voted against it, and also that people were concerned of withdrawing such a large amount, there's nothing wrong with that. The OTC stuff you are mentioning has absolutely no relevance because nobody has confirmed it's actually a fact other than something Charles has said. He should probably release the exact details and third party etc before blaming people.

Well, the fact that everything will be in one place. Lots of SPOs, DREPs, founding entities, dApp developers, and regular users will come together there. And people from all levels will be able to discuss specific issues. There are plenty of things I think about as a small DREP, but thanks to people in research or development, I might find out that they’re actually completely different. I don’t have as much insight into many of these issues as I’d like. For me, it’s a meeting point for the entire ecosystem. A place to go for information.

They can happen anywhere. Myself and other DReps talk a lot, I talk with delegators, I provide feedback on proposals and I'm in many DRep groups. What value does Discord bring that these don't? Other than further organised censorship.
