There are other examples internationally of this sort of thing. E.g., different US states have different laws on letting prisoners vote. The most awkward difference in the UK atm is age. 16 for locals and devolveds in Scotland & Wales, 18 otherwise. But that's changing soon.

Each devolved nation had representatives on SAGE. Each had a CMO who jointly made recommendations to COBRA. COBRA included all 4 nations reps. All of those gave advice, which the UK went with, and devolveds mostly did with later divergence.

No one could know the answer to that, then or now. But the point of the article is that the UK Government was, for wider political reasons, not prepared to work systematically with the devolveds to attempt to address an extremely serious situation facing all four governments.

The only plausible example of that I'm aware of is the recent Welsh single use plastics legislation. But the Welsh Govt was upfront about creating a vehicle for challenging the effect of UKIMA. But even in that case it takes a heroic effort to paint the devolveds as the ones
