Bush set out in continuation of his father's crusade to topple the Hussein regime, there seemed to be a sense of despondence in his actions. It was wrong; the target, the justification, it was all wrong. The question didn't seem to truly resound until 2004, as it echoed in the Atlantic, "will Iran be next?" Unfortunately for George W., the window of opportunity had closed. Of course, this leads to the real question, why didn't the US attack Iran in the first place? First and foremost, "Iran’s ability to defend itself against a U.S. invasion begins with its formidable geography. As Stratfor, a private intelligence firm, has explained, 'Iran is a fortress. Surrounded on three sides by mountains and on the fourth by the ocean, with a wasteland at its center, Iran is extremely difficult to conquer.'" Perhaps ten to twenty years ago an air campaign against Iran could've destroyed a great deal of Iran's military assets. But a lot has changed since RUSI suggested that, "the military outcome of a US air campaign against Iran is a foregone conclusion." According to Washington Institute, "[Iran] has been particularly active in developing an integrated domestic air defense network—an objective that required a specialized indigenous industrial base capable of producing numerous types of radars, communications nodes, and mixed-range missile batteries without major foreign help (though obviously incorporating many designs, electronics, and subsystems from Russia, China, and Western countries). Iran’s native capabilities have been further boosted by its acquisition of the Russian Tor-M1 surface-to-air missile (SAM) system in 2006 and the S-300 in 2016." As experience in Ukraine has demonstrated, ATACMS and various other ground-based air defense capabilities have forced Russian Aerospace Forces to conduct most strikes at stand off range. It also increases the risk for provision of close air support. Low altitude strikes come with their own inherent risks. Weapons launched from stand off range are less effective. Periodical, Air and Space Forces, states, "these weapons must fly hundreds of miles through enemy defenses before they hit a target, increasing the probability they will be detected and intercepted." The nearest Air Force base that can strike Tehran, Al-Asad in Iraq, is over 800 km distance. This range is signficant, as it pushes the limits of combat radius for a large portion of the U.S. Air Force. Further, the potential for engagement forces an evaluation of combat radius will impact the effective combat radius among those that can. In recent years, Iran has made itself an even more difficult target for any invasion force. Perhaps more significantly, it's become a dangerous target, even for the U.S. Airforce. To a great extnet,U.S. technological "force multipliers" have proven managable using much less expensive equipment and weapon supplies. The reasons the U.S. did not target Iran in 2001 are as real today as they were then. The potential costs of an air campaign against Iran have increased dramatically in recent years.
