They have core mandate areas (I can't remember) but the most significant is Reconstruction and Rehabilitation.
On transportation, NEDC is constructing two roads, almost virgin: Gombe Abba - Kirfi and another in Hong. They are also constructing a multispan bridge btw Bauchi-Gombe.

Those are hard things to fix. It requires a humongous amount of money with serious dedication over time to move the needle.
Why can't these regional development commissions focus on things like electricity, transportation, etc. Those things that transcend one border to another or one geopolitical zone to the other. Collaborate and pool resources together to achieve a gigantic project. Fix things that connect and improve the economic welfare of the citizenry in your respective region.
Let the various subnationals focus on health care at the grassroots level and tackle education.
Reduce that possibility of duplication of effort.
Work around stakeholders to ensure continuity.
Doing great things and achieving great results is a tough journey, it's very hard to do.
