The FBI was not always powerful. It started as a small bureau with limited authority. Then it changed fast. The documentary “Shadow State” shows how each major crisis pushed it into a larger role over more than 100 years. In the early 1900s, the FBI had narrow duties. It handled limited federal investigations and had little reach compared to today. World War I changed that. The Red Scare followed. Fear of radicals gave federal leaders justification to expand surveillance and internal investigations across the country. J. Edgar Hoover took control in 1924. That moment reshaped the agency. Hoover built the FBI around centralized control of information. He created large intelligence files on individuals, political groups, and public figures. Those records became a source of institutional power. In the 1930s, public support grew during high profile criminal cases involving figures like John Dillinger. The FBI gained a reputation as a national crime fighting force. World War II expanded its role again. In the 1970s, the Church Committee exposed surveillance abuse. That led to reforms meant to limit unchecked intelligence power. But expansion did not stop. In the 1980s and 1990s, the focus shifted to organized crime and domestic terrorism. Events like the Oklahoma City bombing reinforced the agency’s growing national security role. After 9/11, the system expanded again at a larger scale. The Patriot Act increased surveillance authority across communications and digital systems. The FBI moved deeper into intelligence gathering tied to both domestic and international threats. Today, the agency operates at the center of political investigations, cyber threats, and national security disputes. The tension remains the same.
